Transaction has been declined. Is there something wrong with the league of legends store because I can't seem to buy any RP, I just get the message "Transaction has been declined". I tried with another credit card but it sends the same message, It happened yesterday and is still happening today. Any advice?

Today was the day where i logged into the client, queued up for a ranked immediately (support), picked Swain for the easy lane phase domination, and THEN IT HAPPENED. the bottom 1/3rd of my client in champ select was discolored as if the colors where broken up into rgb for all of the pixels. very bad looking.
