Check out the recent blogpost & they say that the habitats will not start with jungle everywhere, and they'll rotate like last year: "This rotation will begin with the Jungle habitat on Saturday, July 17, 2021, at 10:00 a.m. in the earliest participating time zone (UTC + 14) and rotate every hour, on the hour, until the event ends in the latest participating time zone.
Pokémon Go Fest 2021 begins on July 17, and a new update that just went live for the game has pushed several text assets for the event.. Thanks to datamining group PokeMiners, version 0.213.1 of the app has revealed a lot of information about the event-exclusive content that will be live during Go Fest.

The Ultimate Pokémon GO Fest 2021 Raid Day Guide. Raid Day for Pokémon GO Fest 2021 is split into hourly pools of raid bosses. Each Legendary boss will make two appearances throughout the day, popping up at local gyms for an hour before disappearing and coming back a few hours later.
